ରାଜ୍ୟ ସରକାର ଅନ୍ତର୍ଭୁକ୍ତ ସହରାଞ୍ଚଳ ଅଭିବୃଦ୍ଧି ପାଇଁ ରୋଡମ୍ୟାପ୍ ଉପସ୍ଥାପନ କରିଛନ୍ତି
ଭୁବନେଶ୍ୱର: ୨୮/୫-ଫିଲିପାଇନ୍ସର ମାନିଲାରେ ADB ମୁଖ୍ୟାଳୟରେ ଅନୁଷ୍ଠିତ ଏସୀୟ ବିକାଶ ବ୍ୟାଙ୍କର ଜଳ ଏବଂ ନଗର ଉନ୍ନୟନ ଫୋରମ (AWUF) ୨୦୨୫ ସହରାଞ୍ଚଳରେ ସୁଲଭ ଗୃହ ସମାଧାନର ଜରୁରୀ ଆବଶ୍ୟକତା ପ୍ରତି ବିଶ୍ୱବ୍ୟାପୀ ଦୃଷ୍ଟି ଆକର୍ଷଣ କରିଥିଲା। ଏହି ଫୋରମ ‘ସମସ୍ତଙ୍କ ପାଇଁ ଗୃହ’ ସୁନିଶ୍ଚିତ କରିବା ପାଇଁ ସ୍ଥାୟୀ ଏବଂ ଅନ୍ତର୍ଭୁକ୍ତ ରଣନୀତି ଉପରେ ବିଚାର କରିବା ପାଇଁ ଏକ ସହଯୋଗୀ ମଞ୍ଚ ଭାବରେ କାର୍ଯ୍ୟ କରିଥିଲା, ବିଶେଷକରି ଆର୍ଥିକ ଦୃଷ୍ଟିରୁ ଦୁର୍ବଳ ବର୍ଗ (EWS) ଏବଂ ନିମ୍ନ ଆୟ ଗୋଷ୍ଠୀ (LIG) ଯେଉଁମାନେ ଉଚ୍ଚ ନିର୍ମାଣ ଏବଂ ସମ୍ପତ୍ତି ମୂଲ୍ୟ ଯୋଗୁଁ ପକ୍କା ଘର ମାଲିକାନା କରିବାରେ ପ୍ରତିବନ୍ଧକର ସମ୍ମୁଖୀନ ହୁଅନ୍ତି।
ଆଲୋଚନା ଗୃହ ନିର୍ମାଣଠାରୁ ଆଗକୁ ଯାଇ ଜୀବନଧାରଣ ମାନଦଣ୍ଡରେ ଉନ୍ନତି, ସ୍ୱାସ୍ଥ୍ୟସେବା ଏବଂ ଶିକ୍ଷାର ପ୍ରବେଶ, ଦକ୍ଷତା ବିକାଶ ଏବଂ ଜୀବିକା ସୁଯୋଗ ଭଳି ପ୍ରମୁଖ ସହରାଞ୍ଚଳ ବିକାଶ ଉପାଦାନଗୁଡ଼ିକୁ ଏକୀକୃତ କରିବା ଉପରେ ଧ୍ୟାନ ଦେଇଥିଲା, ଯାହା ସମ୍ପୂର୍ଣ୍ଣ ସହରାଞ୍ଚଳ ପରିବର୍ତ୍ତନ ପାଇଁ ଜରୁରୀ। ପ୍ରମୁଖ ବିଶ୍ୱସ୍ତରୀୟ ପ୍ରତିଷ୍ଠାନ ଏବଂ ଦେଶ – ଯଥା UN-Habitat, ମାଲେସିଆ, ଭାରତ ଏବଂ ନେଦରଲ୍ୟାଣ୍ଡ -ର ପ୍ୟାନେଲିଷ୍ଟ ଏବଂ ବିଶେଷଜ୍ଞମାନେ ଅଭିନବ ଅଭ୍ୟାସ ଏବଂ ଅଭିଜ୍ଞତା ବାଣ୍ଟିଥିଲେ। ଏହି ଅନ୍ତର୍ଦୃଷ୍ଟି ଭବିଷ୍ୟତର ଗୃହ ନୀତିକୁ ସୂଚିତ କରିବା ଏବଂ ଆଞ୍ଚଳିକ ଏବଂ ଆନ୍ତର୍ଜାତୀୟ ସହଯୋଗକୁ ପ୍ରୋତ୍ସାହିତ କରିବା ପାଇଁ ଲକ୍ଷ୍ୟ ରଖିଥିଲେ।
ଓଡ଼ିଶା ସରକାରଙ୍କ ପ୍ରତିନିଧିତ୍ୱ କରି, ଗୃହ ଏବଂ ନଗର ଉନ୍ନୟନ ବିଭାଗର ଅତିରିକ୍ତ ସଚିବ ଦେବାଶିଷ ସିଂହ ବିଶ୍ୱସ୍ତରୀୟ ସମାବେଶକୁ ସମ୍ବୋଧିତ କରିଥିଲେ ଏବଂ ସମସ୍ତଙ୍କ ପାଇଁ ଗୃହ ନିର୍ମାଣ ଦୃଷ୍ଟିକୋଣ ହାସଲ କରିବା ଦିଗରେ ଓଡ଼ିଶାର ଉଦାହରଣୀୟ ଯାତ୍ରା ଉପରେ ଆଲୋକପାତ କରିଥିଲେ। ତାଙ୍କର ଉପସ୍ଥାପନା ଥିଲା- ବିଭିନ୍ନ ସୁଲଭ ଗୃହ ନିର୍ମାଣ ପଦକ୍ଷେପ ଅଧୀନରେ ରାଜ୍ୟର ପ୍ରମୁଖ ସଫଳତା, ସହରାଞ୍ଚଳ ଗୃହ ଆବଶ୍ୟକତା ପୂରଣ କରିବାରେ ଚ୍ୟାଲେଞ୍ଜ ଏବଂ ପ୍ରତିବନ୍ଧକ; ଅନ୍ତର୍ଭୁକ୍ତି ଏବଂ ସ୍ଥାୟୀତ୍ୱ ସୁନିଶ୍ଚିତ କରିବା ପାଇଁ ଗ୍ରହଣ କରାଯାଇଥିବା ଅଭିନବ ମଡେଲ; ଗୃହ ସମାଧାନ ସ୍କେଲ କରିବା ପାଇଁ ରଣନୈତିକ ରୋଡମ୍ୟାପ୍ ଏବଂ ସୁଯୋଗ।
ଶ୍ରୀ ସିଂହ ସମସ୍ତଙ୍କ ପାଇଁ, ବିଶେଷକରି ସହରାଞ୍ଚଳ ଗରିବଙ୍କ ପାଇଁ ଜୀବନର ଗୁଣବତ୍ତା ବୃଦ୍ଧି କରୁଥିବା ସ୍ଥିର ଏବଂ ଅନ୍ତର୍ଭୁକ୍ତ ସହରାଞ୍ଚଳ ସ୍ଥାନ ସୃଷ୍ଟି କରିବା ପାଇଁ ଓଡ଼ିଶାର ପ୍ରତିବଦ୍ଧତା ଉପରେ ଗୁରୁତ୍ୱାରୋପ କରିଥିଲେ। ବିଶ୍ୱସ୍ତରୀୟ ଗୃହ ନିର୍ମାଣ ଏଜେଣ୍ଡା ଦିଗରେ ଅଗ୍ରଗତିକୁ ତ୍ୱରାନ୍ୱିତ କରିବା ପାଇଁ ସେ ଜାତୀୟ, ଆଞ୍ଚଳିକ ଏବଂ ସହର ସ୍ତରରେ ଦୃଢ଼ ସହଯୋଗ ପାଇଁ ମଧ୍ୟ ଆହ୍ୱାନ କରିଥିଲେ। ଗୃହ ସଙ୍କଟର ସମାଧାନ ଏବଂ ସମାନ, ବାସଯୋଗ୍ୟ ଏବଂ ଭବିଷ୍ୟତ ପାଇଁ ପ୍ରସ୍ତୁତ ସହର ନିର୍ମାଣ ପାଇଁ ବହୁସ୍ତରୀୟ ସହଭାଗୀତା ଏବଂ ଜ୍ଞାନ ଆଦାନପ୍ରଦାନର ଆବଶ୍ୟକତା ଉପରେ ସହମତି ହୋଇଛି ।

State Government Presents Roadmap for Inclusive Urban Growth
Manila/Bhubaneswar, Date: 28th May 2025-The Asian Development Bank’s Water and Urban Development Forum (AWUF) 2025 held today at ADB Headquarters in Manila, Philippines, brought global attention to the urgent need for affordable housing solutions in urban areas. The forum served as a collaborative platform to deliberate on sustainable and inclusive strategies to ensure ‘Housing for All’, particularly for the Economically Weaker Sections (EWS) and Lower Income Groups (LIG) who often face barriers to owning a pucca house due to high construction and property costs.
The deliberations went beyond housing and focused on integrating key urban development components such as improving living standards, access to healthcare and education, skill development, and livelihood opportunities, essential for holistic urban transformation.
Panelists and experts from leading global institutions and countries—including UN-Habitat, Malaysia, India, and the Netherlands—shared innovative practices and experiences. These insights aimed to inform future housing policies and foster regional and international collaboration.
Representing the Government of Odisha, Sri Debasis Singh, Additional Secretary, Housing & Urban Development Department, addressed the global gathering and highlighted Odisha’s exemplary journey toward achieving the vision of Housing for All. His presentation covered:
The State’s key achievements under various affordable housing initiatives;
Challenges and constraints in addressing urban housing needs;
Innovative models adopted to ensure inclusivity and sustainability;
The strategic roadmap and opportunities ahead to scale housing solutions.
Sri Singh emphasized Odisha’s commitment to creating resilient and inclusive urban spaces that uplift the quality of life for all, particularly the urban poor. He also called for stronger cooperation at national, regional, and city levels to accelerate progress toward the global housing agenda. The session concluded with an agreement on the need for multi-level partnerships and knowledge sharing to address the housing crisis and build cities that are equitable, liveable, and future-ready.
